SDG 4 scorecard

The Education 2030 Framework for Action called on countries to set intermediate benchmarks for SDG 4 indicators following the call from the UN Secretary-General to countries to benchmark for progress. In an inclusive approach, countries were assisted in setting values for seven SDG 4 benchmark indicators on pre-primary education, school attendance, completion and learning, trained teachers, gender equity and public expenditure during the first and the second phases of the process of setting benchmark values.

The dashboards intend to weigh on progress and aim to facilitate a follow-up, synthesize progress, identify data gaps and guide future efforts of countries, stakeholders and the broader international community in the achievement of global targets in education. Two dashboards provide a snapshot on how countries are working towards the achievement of targets based on three key characteristics:

  • the data availability: is data available and how often is it reported?
  • the progress towards the attainment of benchmarks: is a country likely to reach its targeted benchmarks based on the improvement needed with respect to their reference points at baseline?
  • the speed: at which rate is a country moving towards its benchmark targets?

In the case of the expenditure indicators the following categories are used: both benchmarks achieved, one of the two, and none.
